BRIEF HISTORY
The Institute of Technical Supervision (ITS) was established in 1958 by the then colonial Government to assist the Establishment Secretariat now the Office of the Head of the Civil Service (OHCS) to develop the indigenous lower and middle level technical manpower to drive the government industrialization agenda. The development of the lower and middle level Technical Supervisory Management manpower saw the establishment of the Technical Supervisory Training School (TSTS) which later became the Institute of Technical Supervision (ITS).

MISSION STATEMENT
ITS exists to provide training solutions through tailor-made capacity building programmes to ensure continuous improvement of the lower and middle level Technical Supervisory Management Officers for an enhanced service delivery.

MANDATE
The Institute of Technical Supervision (I.T.S.) derives its mandate from that of the Office of the Head of Civil Service (OHCS) as prescribed by the Civil Service Act sub-section 1 (PNDC Law 327, 1993), to assist OHCS to build the Technical Human Resource capacity of the lower and middle level technical personnel in the Civil / Public Service.

Mr. Michael Kofi Nyarko

Mr. Michael Kofi Nyarko is currently the Acting Principal of the Institute of Technical Supervision, one of the three (3) training Institutions under the auspices of the Office of the Head of Civil Service. He holds a Masters of Arts Degree in Public Administration (MPA) from the Ghana Institute of Management and Public Administration (GIMPA) and First Class Degree in Construction Technology from the Kwame Nkrumah University of Science and Technology (KNUST) where he was adjudged the Overall Best Student in Construction Technology.

He has worked as a training facilitator at the Institute for over seventeen (17) years’ and has specialized in Technical Supervisory Management and Productivity Improvement Related Training programmes.

 

Function

  • Conduct Training Needs Assessment for the Middle and Lower Level Technical Officers across the MDA’s.
  • Organize Technical Supervisory Management training programmes for personnel from all sectors of Civil, Public and Private Service organizations.
  • Organise Proficiency-based courses based on Needs Analysis across MDA’s and MMDA’s.
  • Organise Scheme of service/ Promotion related courses for the technically inclined Officers across the MDA’S
  • Evaluate the impact of trainings on employee performance at their various workplaces.

The Institute of Technical Supervision is headed by a Principal who is the Bureaucratic and Technical Head of the Institute. The Principal reports to the Director for Recruitment, Training and Development Directorate (RTDD) of the Office of the Head of the Civil Service (OHCS). The RTDD approve all operational plans and programs before their implementation. The Principal is assisted by a Deputy Principal and other administrative support staff like Accounting Officers, Internal Auditors, Executive Officers, Catering Officers, Records Officers and Training Officers in achieving its mandate.
