Background / History:
The Establishment Secretariat of Ghana, which is now the Office of the Head of the Civil Service (OHCS), set up the Civil Service Training Centre in 1953 to provide training for lower and middle level personnel in the Civil Service. Over the years, some services have been carved out of the Civil Service to become the Public Service. Currently, CSTC is involved ion the Scheme of Service, Competency-based and Promotion training programs for the Civil and Public Service.

CSTC is currently aspiring towards attaining the status of a Centre of Excellence in Public Service Training in Ghana and the Sub-region.

Mrs. Dora Gyawa Dei-Tumi
Principal: CSTC

Mrs. Dora Gyawa Dei-Tumi is an astute public administrator and human capital development officer, with an impressive career spanning over three decades in the Civil Service. Currently serving as Principal of the Civil Service Training Centre (CSTC), she holds a pivotal role in steering the overall management of human resource development within the Civil Service.

Mrs. Dei-Tumi’s journey to her current position is marked by a remarkable ascent. Starting as a Training Officer at the Government Secretarial School, she demonstrated exceptional dedication and expertise, eventually ascending through the ranks. She moved to the Institute of Technical Supervision as a Senior Training Officer and was eventually posted to the esteemed position of Principal at the Civil Service Training Centre.

Her academic accomplishments reflect a commitment to continuous learning and a diverse range of expertise. Dora holds an Executive Masters in Business Administration from the Ghana Institute of Management and Public Administration (GIMPA). Furthermore, she possesses a Master of Arts in Adult Education from the University of Ghana, a Master of Arts in Leadership and Missiology from Hagai Institute in Singapore, and a Bachelor’s degree in Linguistics and Swahili from University of Ghana.

Dora’s pursuit of excellence extends beyond academic qualifications, as evidenced by her participation in numerous executive-level training programmes. Notable among these are programmes such as Human Resource Management in Public Service Organizations at the Civil Service College in Singapore, Dynamics of Training Centre Management at Japan, Public Private Partnership Conference in South Africa and Women in Management at GIMPA.

Her comprehensive skill set, extensive experience, and commitment to professional development position Mrs. Dora Gyawa Dei-Tumi as a distinguished leader in the field of human capital development within the public sector.

 

FUNCTIONS

Functions and Services of the Department/Training Institution

In order to achieve the above purpose and mandate, CSTC will deliver the following:

  • Organize management training programmes, conferences, workshops and seminars in functional and generic courses for various classes of personnel in the civil and public services
  • Run Competency-based training for Civil Service Officers
  • Conduct graduate entry examination for new recruits in the Civil Service
  • Organize Mandatory Competency- based examination for Officers in the Civil Service
  • Run Induction Course for new recruits in the Service
  • Provide tailor-made courses for institutions on request
  • Provide advisory services in employee training and capacity building

Initiate the formulation/review and implementation of policies, guidelines, standards and programs on Career Management for the Service.
