Roles and responsibilities

  • Develops and oversees the implementation of strategies for Special Duties to align with the

Civil Service Objectives.

  • Sets objectives and key performance indicators (KPIs) to measure the performance of the Unit.
  • Oversees the maintenance and operations of all Civil Service facilities, equipment, and assets.
  • Develop and roll out preventive/maintenance programs across the Ministries.
  • Collaborates with relevant stakeholders on beautification in and around the Ministerial enclave.
  • Provide strong leadership to the Special Duties Unit (SDU).
  • Manages vendor relationships and negotiates contracts for the use of the Ministerial enclave.
  • Coordinates and oversees special projects, events, and initiatives within the enclave.
  • Collaborates with various Ministries and Departments to ensure successful implementation of Special Duties plans and programme.
  • Monitors project timelines, budgets, and deliverables.
  • Conducts regular audits and inspections around the Ministerial enclave to identify potential risks and recommend mitigative measures.
  • Addresses stakeholder inquiries, concerns, and complaints in a timely and professional manner.
  • Continuously evaluates and improves processes and procedures for Special Duties.
  • Prepares regular reports and presentations on the Unit’s activities, achievements, and challenges.
  • Maintains accurate records, including contracts, invoices, and maintenance logs.
  • Organizes seminars, and workshops to enhance knowledge of the use of Civil Service facilities within and around the Ministerial enclaves.
  • Analyses current practices and identify areas for improvement.
  • Foster a positive work culture and promote teamwork.
Ms. DORIS SERWAA GYAMFI
Director, GSU

Doris Serwaa Gyamfi currently serves as the Ag. Director of General Services & Special Duties at the Office of the Head of Civil Service (OHCS). She has over 16 years of experience in the civil Service. Through a variety of roles, her work has covered policy development, public sector management, project management, career management and staff support.

Ms. Gyamfi holds a master’s degree in Public Sector Management (MPSMT) from the Ghana Institute of Management and Public Administration (GIMPA), along with a Bachelor’s degree in Business Administration and a Law degree. She is a Chartered Professional Administrator and Chartered Management Consultant certified by the Chartered Institute of Administrators and Management Consultants (CIAMC) and a Chartered Organizational Development Consultant (ODC). She is an associate member of the Royal Statistical Society (RSS) of the United Kingdom.

Ms. Gyamfi has actively participated in several national committees and working groups and tangibly contributed to policy development and legislative review initiatives in areas like healthcare, decentralization, and Civil Service schemes of service. At OHCS, she spearheaded the development of the first Human Resource Management Information System for improved public sector workforce planning. She has received awards for her leadership and public service delivery innovations.

Given the current career progression demands on senior Civil Servants, she has developed a growing research interest in organizational culture and change management, human resource management, conflict management and health policy.
