Mr. Jonathan Tetteh-Lartey is the Executive Secretary of the Management Services Department of the Office of the Head of Civil Service (OHCS). He took over the Head Ship position on the 7th July, 2023 after the retirement of his predecessor.
He obtained a Master of Arts (MA) and Bachelor of Arts (B.A) degrees in Information Studies and Political Science in 2007 and 2001 respectively from the University of Ghana. He is a fellow of the Organisational Development (OD) Association of Ghana and also an OD Practitioner. He is also a member of the Chartered Institute of Human Resource Management (CIHRM)Ghana. Mr. Tetteh-Lartey has over 15 years post qualification working experience in public administration and local governance. For example, in 2010, he participated in the following assignments: the development of the Organisational Manual for the Ministry of Trade and Industry and the development of the Organisation Manual for the Ministry of Justice and Attorney General. As the Senior Management Analyst of the Management Services Department (MSD) of the Office of Head of Civil Service (OHCS) from 2008 to 2010, he improved the Management and Operational Capacity of the National Media Commission (NMC), developed a concept paper for the establishment of the Human Resource Directorate of Metropolitan, Municipal and District Assemblies (MMDAs), decoupled Local Government Service from the Civil Service (Decentralization), Ministerial realignment of Ministries of Transport, Agriculture, Roads and Highways, Interior, Lands and Natural Resources, Women and Children, developed schemes of Service for the Professional and Sub-professional classes of the Departments of Children and Womens Affairs and also established the procurement class for the Civil Service. From 2005 to 2008, he was a Management Analyst of the MSD. During this period, he participated in the establishment of the Gaming Commission, transformation of the Department of National Lotteries into the National Lotteries Authority, establishment of the Estate Management class for the Tema Metropolitan Assembly,, establishment of manpower levels for Internal Audit units in the Ministries, Departments and Agencies (MDAs), Staff rationalization of the Department of National Lotteries, Manpower ceiling and rationalization of the personnel emolument for the President’s Special Initiatives (PSIs) and the establishment for branch A1 Foreign Service Officers (FSOs). From 2002 to 2005, as the Assistant Management Analyst of MSD, he participated in the development of career pathways for tutors in health training institutes.
Mr. Jonathan Tetteh-Lartey has extensive track record in performance assessment instruments and participatory methodologies these are evidenced from his role as Team Leader for various assignments in 2011 including Management review of the Civil Service Training Centre, Human Resource Facility and Inventory Audit of District Assemblies in the Upper East Region of Ghana, Management review of the Labour Commission and Review of the establishment levels and staffing levels of Ministry of Trade and Industry. Again in 2010, he participated in the Review of the Organisation Structure of the Ministry of Trade and Industry and the Re-evaluation of the Civil Servants as part of the Single Spine Salary Structure. As the Senior Management Analyst of the MSD from 2008 to 2010, he liaised between MSD Maple Consult, Ministry of Local Government and Denmark International Consultancy in the development of the assessment tool for FOAT, collected data to input into the development of the FOAT, served as a member of the team set up to pilot the FOAT in the MMDAs. From 2005 to 2008, in his capacity as a Management Analyst of the MSD, he participated in the Management Review of the Head of the Civil Service. From 2002 to 2005, as the Assistant Management Analyst of the MSD, he participated in the Management review of the Serious Fraud Office, Management review of the Institute of Accounting Training (IAT) and reviewed and upgraded the grading structure of the environmental health and sanitation unit of the Ministry of Local Government and Rural Development.
