BACKGROUND OF THE DEAPRTMENT

Management Service Department was originally set up as Organization and methods unit under the Establishment Secretariat. The department later became part of the Office of the Government Machinery, which was subsequently merged with the Staff Inspectorate Division of the Establishment Secretariat in 1972 to form the Management Services Division and placed directly under the Office of the President and headed by a Deputy Secretary to the Cabinet.

Later it was placed under the OHCS, during the Structural Adjustment Programme (SAP, 1983/84).

MSD was revamped (capacity building) during the CSRP (1987-1993) to enable it to assume a lead role in the Reform processes in the Civil/Public Services, MSD has been collaborating with the OHCS, Ministry of Public Sector Reform (MPSR) and the Development Partners, in all aspects of the reforms.MSD’s functions and responsibilities were to conduct management consultancy and operational audit of Ministries, Departments and Public boards and Corporations either at the request of the institution or a superior authority.

MANDATE
The Management Services Division derives its mandate from that of the Office of the Head of Civil Service (OHCS) as prescribed by the Civil Service Act subsection 1 (PNDC Law 327, 1993).

By this Law, MSD has been mandated to undertake consultancy and operational audit of ministries, Departments and Public Boards and Corporations, either at the request of the MDAs, MMDAs or a superior authority (e.g. the President).  It is also mandated to advise the Government on the selection of consultants for the Civil Service.

MSD exists to lead the Civil/Public Service to implement policies and strategies on Institutional Development and Performance, build capacity in support of the attainment of their Mandates using competent staff, Modern technology and Public/private partnerships.

Mr. Jonathan Tetteh-Lartey
Head of MSD

Mr. Jonathan Tetteh-Lartey is the Executive Secretary of the Management Services Department of the Office of the Head of Civil Service (OHCS). He took over the Head Ship position on the 7th July, 2023 after the retirement of his predecessor.

He obtained a Master of Arts (MA) and Bachelor of Arts (B.A) degrees in Information Studies and Political Science in 2007 and 2001 respectively from the University of Ghana. He is a fellow of the Organisational Development (OD) Association of Ghana and also an OD Practitioner. He is also a member of the Chartered Institute of Human Resource Management (CIHRM)Ghana. Mr. Tetteh-Lartey   has over 15 years post qualification working experience in public administration and local governance. For example, in 2010, he participated in the following assignments: the development of the Organisational Manual for the Ministry of Trade and Industry and the development of the Organisation Manual for the Ministry of Justice and Attorney General. As the Senior Management Analyst of the Management Services Department (MSD) of the Office of Head of Civil Service (OHCS) from 2008 to 2010, he improved the Management and Operational Capacity of the National Media Commission (NMC), developed a concept paper for the establishment of the Human Resource Directorate of Metropolitan, Municipal and District Assemblies (MMDAs), decoupled Local Government Service from the Civil Service (Decentralization), Ministerial realignment of Ministries of Transport, Agriculture, Roads and Highways, Interior, Lands and Natural Resources, Women and Children, developed schemes of Service for the Professional and Sub-professional classes of the Departments of Children and Womens Affairs and also established the procurement class for the Civil Service. From 2005 to 2008, he was a Management Analyst of the MSD. During this period, he participated in the establishment of the Gaming Commission, transformation of the Department of National Lotteries into the National Lotteries Authority, establishment of the Estate Management class for the Tema Metropolitan Assembly,, establishment of manpower levels for Internal Audit units in the Ministries, Departments and Agencies (MDAs), Staff rationalization of the Department of National Lotteries, Manpower ceiling and rationalization of the personnel emolument for the President’s Special Initiatives (PSIs) and the establishment for branch A1 Foreign Service Officers (FSOs). From 2002 to 2005, as the Assistant Management Analyst of MSD, he participated in the development of career pathways for tutors in health training institutes.

Mr. Jonathan Tetteh-Lartey has extensive track record in performance assessment instruments and participatory methodologies these are evidenced from his role as Team Leader for various assignments in 2011 including Management review of the Civil Service Training Centre, Human Resource Facility and Inventory Audit of District Assemblies in the Upper East Region of Ghana, Management review of the Labour Commission and Review of the establishment levels and staffing levels of Ministry of Trade and Industry. Again in 2010, he participated in the Review of the Organisation Structure of the Ministry of Trade and Industry and the Re-evaluation of the Civil Servants as part of the Single Spine Salary Structure. As the Senior Management Analyst of the MSD from 2008 to 2010, he liaised between MSD Maple Consult, Ministry of Local Government and Denmark International Consultancy in the development of the assessment tool for FOAT, collected data to input into the development of the FOAT, served as a member of the team set up to pilot the FOAT in the MMDAs. From 2005 to 2008, in his capacity as a Management Analyst of the MSD, he participated in the Management Review of the Head of the Civil Service. From 2002 to 2005, as the Assistant Management Analyst of the MSD, he participated in the Management review of the Serious Fraud Office, Management review of the Institute of Accounting Training (IAT) and reviewed and upgraded the grading structure of the environmental health and sanitation unit of the Ministry of Local Government and Rural Development.

 

FUNCTIONS

In order to achieve the above purpose and mandate, MSD will deliver the following functions:

  • Provide Consultancy Services for Public Service Effectiveness, Efficiency and Productivity Improvement:
  • Provide technical assistance to the Government through the appropriate sector Ministry to Monitor and Co-ordinate Public Sector Performance :
  • Review of Public Service Organisations:
  • Review of Public Service Administrative Work Systems and Procedures:
  • Review of Public Service Job Descriptions and Specifications:
  • Grading of Public Service Posts:
  • Advising on Public Service Human Resource Utilisation:
  • Coordinating the implementation of approved public service efficiency promotion policies and operational guidelines;
  • Developing local and international network of capabilities and expertise in all its activities
  • Developing and maintaining high professional standards in management services work and serving as the focal point for public sector management reform in quality service delivery, productivity and performance improvement in public service institutions; and
  • Developing a system of coordinating all public sector management consultancies in MDAs as both the point of first referral and an instrument of creative partnership with private sector consultants who may be required to perform public sector management consultancy.
