OHCS CONDUCTS USER ACCEPTANCE TESTING WORKSHOP ON ELECTRONIC PERFORMANCE AGREEMENT SYSTEM FOR DIRECTORS AND ANALOGOUS GRADES

The Office of the Head of the Civil Service has organised a User Acceptance Testing Workshop for technical staff on the newly developed Electronic Performance Agreement System for Directors, Analogous Grades, and Heads of Departments at the Sun Lodge Hotel in Accra.  The user acceptance testing is intended to ensure that the system developed truly reflects the operational realities and expectations of users before full implementation.

The workshop, held on May 13, 2026, represents a part of the ongoing transformation of the Ghana Civil Service into a modern, responsive, accountable, and technology-driven institution capable of supporting national development and delivering quality public services to the people of Ghana.

In his opening address, the Head of Service, Dr. Evans Aggrey-Darkoh, explained that the new system builds on the success of the Electronic Staff Performance Appraisal System (E-SPAR) introduced in 2022, which improved timeliness, transparency, and efficiency in staff appraisals.

“The new platform is expected to strengthen accountability, improve target-setting, facilitate continuous monitoring, and provide reliable data for evidence-based decision-making, while standardising performance agreements across the Civil Service,” he explained.

He noted that the workshop offers participants the opportunity to test the system’s functionality, assess user-friendliness, and provide constructive feedback to ensure the platform is practical, secure, and fit for purpose.

Dr. Aggrey-Darkoh emphasized that the reform aligns with the government’s digitalisation agenda, positioning the Civil Service as a modern, responsive, and results-oriented institution.

The Head of Service consequently expressed appreciation to the Chief Director of OHCS, Mr Sylvanus Adzornu, technical Staff, and Digital Innova Ghana Ltd; the consultants of the system, as well as other stakeholders for their commitment.
