The Public Relation is basically a management function that seeks to establish and maintain a good relationship and image between an organization and its publics. The PR unit reports directly to the Chief Director of OHCS. However, administratively, the PR Unit is under the Finance and Administrative Directorate (F&A), headed by the Director F&A who oversees the affairs the unit.

Mr. Edward Osei Owusu
Head of PR Unit

Edward has worked with the Ghana Civil Service, Information Class for 17 years (since his first appointment in 2007), and has risen through the ranks from an Assistants Information Officer to Deputy Chief Information Officer.

Prior to his current posting, he has worked in the two Municipalities as Municipal Information Officer responsible for disseminating government policies and programme, as well as leading communications of the Assemblies and subsequently, as the Head of PR at the Regional Coordinating Council.
Edward holds a master’s degree in Public Relations from the Ghana Institute Journalism (GIJ), currently called University of Media, Arts and Communication (UniMAC), and Bachelor’s degree in Psychology with Philosophy from the University of Ghana, Legon.

As Information Officer, he has participated in the Management Meetings, Security Meetings and chaired numerous Publicity Committees at the Districts, Regional and National level.
Edward is a member of Ghana Institute of Public Relations (IPR)

He loves reading the Bible, listening to current affairs, watching football games and listening to good music.

Functions:                                          

The PR Unit exists to;

  • Set Public Relation objectives in line with the mission, vision and goal of the OHCS. This should include a plan for stakeholder engagement.
  • Develop and implement PR plans for OHCS for the year.
  • Provide communication related advice and counsel at all levels as regards policies, programmes and activities of OHCS.
  • Develop and maintain close working relations with media organizations and identify opportunities for media placement and coverage for OHCS.
  • Organize press conferences/briefings, press soirees, facility visits, tours, special events among others where necessary.
  • Ensure OHCS is regularly well presented on its social media channels.
  • Lead in design, production and dissemination of multimedia products such as videos, newsletters/ magazines, photographs, posters, official website and other such materials to  enhance visibility of OHCS.
  • Ensure articles, news stories, features, rejoinders and media advisories are prepared and documented through appropriate media channels.
  • Monitor coverage of activities of OHCS in the media (i.e. print, TV, radio, media websites, social media among others) for the information and attention of the Administrative Head.

Initiate the formulation/review and implementation of policies, guidelines, standards and programs on Career Management for the Service.
