HEAD OF CIVIL SERVICE SIGNS PERFORMANCE AGREEMENT WITH CHIEF DIRECTORS
To monitor and evaluate performance in the Civil Service, the Head of Civil Service, Nana Agyekum Dwamena has started signing of Performance Agreement contract with Chief Directors in the Ministries.
This time around he is moving from one Ministry to the other to do this activity. Chief Directors of Ministry of Health and the Ministry of Food and Agriculture have signed their Agreement which will be evaluated at the end of the year under review.
This will help strengthen the performance management culture in the Civil Service, the Office of the Head of Civil Service (OHCS) over the years have re-introduced the Chief Directors Performance Agreement System.
The aim of this initiative is to facilitate the achievement of sector targets and goals; increase transparency and accountability in the delivery of public services; and stimulate healthy peer competition among Chief Directors.
These Agreements are signed between the Head of Civil Service and each Chief Director and endorsed by their respective sector Ministers.
Under this system, Chief Directors at the beginning of each year are held responsible for the following key areas:
• Schedule one - Ministry specific outputs and deliverables. These deliverables are expected to be derived from Government priorities and national development agenda.
• Schedule two - General operational and administrative deliverables and
• Schedule three - Chief Director’s Personal Capacity Enhancement Deliverables.
An evaluation exercise is conducted at the end of each reporting year to assess the level of performance of each Chief Director.
