Chief Directors Sign Fourth Performance Agreement
The Chief of Staff, Mr. Prosper Bani has called on Civil Servants to work extra hard to change the negative perception looming over the Service.
Describing the Civil Service as a vital partner to government in the implementation of policies, Mr. Bani said the Presidency was prepared to partner the service to ensure the development of the country.
The Chief of Staff made these remarks at the recent signing of the performance Agreement with Chief Directors at the Civil Service Training Center (CSTC) conference room. (Cantonments) Mr. Bani acknowledged the important role of Chief Directors in the implementation of government policies and as such noted that it was important for Chief Directors to be appraised to ensure optimum delivery.
The Minister of Finance, Mr. Seth Terkper, said Chief Directors played an important role in the administration of public funds, adding that the Financial Administration Act made Chief Directors responsible for the management of public funds allocated to sector ministries.
To ensure efficiency in the management of Public Funds, the Finance Minister said the Ghana Integrated Financial Management Information System (GIFMIS) software has been instituted to ensure the efficient and prudent management of funds allocated to sector ministries.
The Acting Head of the Civil Service, Nana Agyekum Dwamena, said the introduction of the Performance Agreement System (PAS) was to ensure efficiency. He said the PAS will critically measure the quality and quantum of work set against goals and benchmarks to meet the expectation of stakeholders.
Nana Dwamena noted useful decisions had been made as a result of the evaluation of the report on the 2013 agreements. He was of the opinion that the decisions taken will go a long way to improving and sustaining the PAS.
